Student Discipline / Code of Conduct

 The philosophy of the RHS administration is that discipline must be handled in a manner of mutual respect and allow students to maintain their dignity.  It is important that the level and tone of discipline be firmly established and observed from the beginning of the year.  It is expected that routine enforcement of discipline will be handled by the teacher.  Communicating with parents before problems develop is the best form of preventative discipline. 

 The Code of Student Conduct is the basis upon which all referrals should be made.  The Code describes a broad range of unacceptable student behaviors and the various disciplinary actions for each offense.  Teachers are expected to become familiar with the contents of the Code of Student Conduct. 

 When discipline cases require administrative attention, they will be handled by an assistant principal.  Discipline referrals must be written concisely and specifically in terms of what was said and/or done by the student.  Teachers must list the dates and results of parent contact with a telephone number where the parent can be contacted.  RHS administrators will then use professional judgement in order to determine the disciplinary action taken.  In determining a consequence, factors such as the frequency of referrals, previous actions taken, and the severity of the offense will be considered.  Teachers must understand that sending a student to the office on a referral means that they are finished with the incident.  It is not appropriate for a teacher to (verbally or in writing) make suggestions or demands as to the disposition of student discipline. 

 Discipline Management Plan

In order to provide an atmosphere that is conducive to both teaching and learning, rules of conduct and discipline have been established to achieve and maintain order in the school.  The HISD Student Code of Conduct was used as a basis for the rules and regulations for the Reagan Discipline Management Plan.  Persistent and repeated violations of the rules of conduct will result in increasingly serious penalties.  Parents will be informed of rule violations as they occur so that the school and home may work together to ensure that the students are offered the assistance necessary to succeed.  The following plan outlines the types of behavior and the possible consequences for students who have been found guilty of the described misbehavior. 

 HISD CODE OF STUDENT CONDUCT

Student’s responsibility – to adhere to district, school, and classroom rules and regulations for behavior and good conduct.

 Parents’ responsibility – to support the district, school and classroom rules for student behavior and ensure that their children conduct themselves according to these standards.

 Teachers’ responsibility – to establish classroom management procedures that concentrate on good student conduct and support district and school polices and procedures.

 Administrators’ responsibility – to develop with all members of the school community an effective School-Based Discipline Management System that promotes and maintains the support of good student behavior.

DRESS CODE VIOLATION

Failure to comply with the school dress code.

·         Will be requested to change clothes. If appropriate atire is not available, the student should call home for someone to bring an appropraite change of clothes.  If no one is available, Reagan P. E. clothing will be lent for the remainder of the school day; SRC. 

EXTORTION

Engaging in threats or other acts of intimidation that interfere with another student’s desire or willingness to participate in the educational process

Student Referral Center

 The Student Referral Center (SRC) was created to provide alternative services to those students at risk of being suspended for a violation of the school and district rules and regulations.  In addition to providing and alternative to suspension, it is the goal of this program to provide counseling and support to aide students in identifying problems which deter them from being successful and addressing these issues so they can be successful when they return to the regular classroom. 

 The SRC is a self-contained center located in room 144.  The center is staffed by a regular teacher and can house 20 students at a time.  A Content Mastery teacher and/or Special Education teacher aide will also work to monitor and serve any special needs students assigned to SRC.  Students are assigned from 1-3 days at a time and in unusual circumstances can be assigned for a period not to exceed one semester. 

 An administrator can only make assignment to the SRC.  While in the center, students are expected to adhere to all the rules set out by the school as detailed below.  Students who continuously violate rules or do not successfully complete their assignments will have their assignment to SRC extended. 

Student Referral Center Policies and Procedures

·        Sign in upon entering the classroom.

·        Copy the SRC packet (Rules for SRC, Plan of Action Sheet, Education Essay, and Student Pledge) for each day assigned to SRC.  This means that a student may copy the same thing up to three times.

·        Respect the property in the SRC room and leave the area clean each day and free of refuse.

·        Remain in seat unless given permission to move by the teacher in charge.

·        Refrain from speaking unless given permission to do so.

·        Do not eat except during the assigned lunch period.

·        Do not listen to headphones or play with any electronic equipment.

·        Complete all work assigned by my classroom teachers.

·        Follow all directions stated by the SRC teacher.

·        Follow the dress code while in SRC.

·        Turn in all work to the SRC teacher each day in the order it is listed on the checkout sheet.

·        Return to the office with signed check out sheets from the SRC teacher.

·        Return all classroom assignment to the appropriate teachers.

·        Return to SRC if all work is not completed to the satisfaction of the administering assistant principal or SRC teacher.
